Nothing has changed here.
Since the beginning of the game, you can keep only 1 ship in your main fleet when creating a new one:

I wanted to prevent form creating "ghost fleets", that's why I set this minimum size limit for secondary fleets.
But as far as you gain 20 new ships each day for your main fleet, if you want to take the risk to keep only 1 ship in your main fleet, I think it should be allowed.

A few minor updates:
- 50 ships for new characters when they enlist
- 50 ships for stationed fleet when a planet is conquered
(I still have to update the rules)
- RIP tweet when a character dies

I think the rest of the fleet becomes an abandoned fleet and the first person to reach where it is gets those ships. So I think Fredol has them now.

You're partly right ;)
Apparently Esis died leaving behind 5 secondary active fleets:

As these fleets don't appear on the map (for me at least), I assume they are hidden in the uncharted zones.
So they can be collected only by an imperial main fleet next time the Galaxy will be unified by FPA!
