As you probably have already noticed, clovers and warp bonus appear randomly on the map. But it's not a pure random, there are rules. They appear only on empty squares, with:
- no planet
- no fleet
- no fleet heading toward this square

So letting empty squares by gathering fleets may be a good idea.
