 Post subject: Skirmish or battle?

Looking at the History book, we can see that there has been almost as many battles as skirmishes:

Do you think it's normal?
Should we be more restrictive in according the "battle" status to a confrontation?

As a reminder:
Rules wrote:
- When 2 enemy fleets meet, a skirmish begins. If the fight lasts at least 12 hours or involves at least 3 players at a same time, the skimirmish turns into a battle.
