I think it's a bug : when you have stationed Fleet on your side, the total of XP is wrong.

In the actual battle in Westerland, there are 2 fleets (8 XP + 8 XP) and a stationed fleet (- XP). The total will be : 8 + 8 = 16 / 2 = 8 and not 8 + 8 = 16 / 3 = 5.33.

Not really a bug.
The real XP level of stationed fleet is 0, but if I display 0, wouldn't it suggest that this level can rise?
And I see no way it can rise for this kind of fleet which is never destroyed, and which can switch from one side to the other.

I have to rethink these indicators... the displayed total XP is purely cosmetic, in fact in the real calculation it's a bit more complicated than the figure displayed.
Now that we have battleships and cruisers, even with the same XP and the same SP it's not any more only a question of who has more ships; the type of ships is important too... keeping these indicators true and easy to understand is quite difficult.

I'll see that a bit later because I saw today that the new version brought real bugs that need to be corrected quickly (if Oyama looks at his 2nd fleet, it should have a strange color...) ^^'

But this cult snapshot deserved cheating a bit ^^

The bug is now corrected, meaning that it should not happen again.
But I didn't change your two ships, I'm curious to see what will happen in a fight :)

EDIT:
Looking at the code, I think they will fight for FPA just as normal FPA ships do. But it's hard to be sure without testing it.

The indicators have been changed, as you can see for example here:

What has changed?
- There's no longer the number of fleets; it took too much space and it was irrelevant for the calculation of the power balance percentage.
- There's a new one: CP, for "(ship) Class Points".
Most of the time it will be 1 because battleship class = 1 point. But as you can see in the snapshot, cruiser class = 0.5 points.
Flagship class = 2 points, so for example if there are only 1 flagship and 1 battleship left, that will make CP = 1.5.
- XP is still there, but the calculation has changed in order to be be more realistic.

It seems to work! the two back sheep from Oyama's 2nd fleet are counted among the FPA ships:
